The Saigon is a Norway class, a class that is still fresh in the Federation. The Norway was designed to be a vessel for Scientific and Diplomatic missions. Although there are already a number of ships that can handle those missions, Starfleet wanted a ship that could hold its own in a battle and hold high warp longer than most other ships.
